- In a non-stick skillet, heat over medium-high and add the lean ground beef. Cook for about 5-7 minutes, stirring continuously, until browned. Add soy sauce and hoisin sauce, mixing well, and simmer for 1 additional minute.
- Add shredded carrots and chopped bell peppers to the skillet. Stir-fry for 1-2 minutes until vegetables are just tender.
- Fill a shallow dish with warm water and immerse one rice paper wrapper for about 10-15 seconds, or until it becomes pliable.
- Place the softened rice paper on a flat surface, add fresh basil leaves followed by a portion of the beef mixture. Fold the sides and roll tightly.
- Arrange the assembled rolls on a serving platter and serve immediately with your choice of dipping sauce.
