- In a medium bowl, whisk together soy sauce, fish sauce, brown sugar, lime juice, sesame oil, and cornstarch. Set aside.
- Heat vegetable oil in a large non-stick skillet over medium-high heat. Add white parts of green onions, garlic, and ginger; sauté for 30 seconds.
- Add ground chicken; cook for 5-7 minutes until no longer pink.
- Stir in red bell pepper; cook for 2 minutes, then add carrots and cook for another 2 minutes.
- Pour the prepared sauce into the skillet, stirring to coat. Cook for an additional minute until the sauce thickens.
- Remove from heat; fold in green parts of green onions, cilantro, and peanuts.
- Spoon filling into lettuce leaves, adding optional toppings as desired.
